Elizabethtown Council elects Winterborne president in split vote

PA ELIZABETHTOWN — Elizabethtown Borough Council elected Jeff Winterborne as Council President on Monday after Mayor Phil Clark broke a three-three split vote. Borough Council unanimously approved all staff and consultant appointments for 2026-2027, including Ann Roda as Borough Manager and Police Chief Derek Koch as Police Department Open Records Officer. By a five-one vote with Councilmember Andrew Schoenberger opposing, the Council approved appointments to Borough boards and commissions for the term.
